tiling on plaster

hi first time question, so here goes.

can I tile over carlite plaster that is damp from shower spray, and should I PVA the surface

wait until the bonding is dry, should be 48hrs max, and then prime with acrylic primer available from most tile shops....NOT PVA.!!
