Slow Download speed help

ITs possible BT Could have your local exchange oversubscribed.
He's a little story from a colleage of mine...
"He recently moved into a rented house with his GF, they have setup broadband with O2, the first 3 weeks where ok. Without warning or reason the broadband speed dropped to something like yours....
After several stern phone calls to O2, the ISP finally admitted the local exchange had been oversubscribed and BT have to upgrade the exchange, the deadline is by end of december!"
I suspected if you've tried everything else, you could be connected to a BT exchange that simply has too many users to offer anyone a decent service. You must get your ISP to investigate, if users don't complain the ISP won't go after BT. Your contract is with your ISP, if they can't offer reasonable service you have rights to cancel if you wish.

The route that the signals take is not necessarily as the crow flies nor even as the No7 bus would take, it is routed via the most available line capacity.
Doing a ping on my line sometimes takes it in hops from Lancashire to Glasgow to the Midlands to London but it does not result in slowing down, quite the opposite that it may be quicker to bypass any jams in Manchester .
Use London as your base for testing because that is the only one to prove accurate in Virgin tests.
Tiscalli can only offer UPTO 8mb/s, it all depends upon the switchboard equipment in your local switchboard and they can only ask BT to update it. There may also be some bottleknecking in the switchboard if it is oversubscribed.
