Im not taking the p*ss now, try biological washing powder, or harsher still dishwasher liquid, you will probably have to treat the whole area as, especially the dishwasher stuff is very harsh and will bleach to a degree, if its all uniform you can stain or seal again.

how big an area of decking is affected

what about replacing the deck boards and it being a lesson learnt
