Row of tiles above the bath

In the row of tiles directly above the rim of the bath, do you use grout and silicone, or just fill it and finish it with silicone?

I would always run a bead of silicon around the bath edge, then tile and run a second bead to seal the tiles to the bath.

The bath need to be filled with water first to weigh it down.
