How have you calculated the 15Kbs speed? I would try a few broadband speed testers at different times of the day. If they all say you're getting around 15Kbs, then try plugging your router/modem into the master phone socket (not forgetting the ADSL micro filter). This way you can rule out any telephone extension cable issues.

How are the PC and Xbox connected to the internet? When you rebuilt your PC did you enable a firewall and install AV etc.? Can you remember what registry key it was you deleted and did you take a backup of the key before you deleted it?

Just to rule out the cable/port, unplug the Xbox and plug the PC into that cable. Is the internet slow if you use IE instead of FireFox? Can you think of any changes you made to your machine before it suddenly slowed? If you're virus and spyware clean, I can't think what else could be causing such a dramatic slow down. I'll keep thinking!

Did you install firefox AFTER your anti-virus program?
If so, ge the AV prog to re-scan for active programs and 'allow' firefox.

Don't know if it's anything to do with the problem or not.
But I've had a couple of issues with the latest 2 Firefox updates.
It froze completely this morning.
Did a complete scan, clean and re-boot and it seems to be ok again.
Firebird froze as well.

Not a chance. At 4 miles you'll be lucky to get 4Mb. If they've said 8Mb I'd complain and get the price reduced to the 4Mb value.
