I'm thinking of buying a 1st floor appartment, and would like to remodel the kitchen to a kitchen/diner. Currently the kitchen is windowless, and surrounded by stud walls.
I have heard that a kitchen may not be entered into from the front door of the property if there are no other doors to leave the property. Does anyone know whether this is true, and can they recommend ways to skirt around the rule? Would having collapsible fire escape ladders in each room be acceptable, or perhaps a very small hall by the entrance door leading into the kitchen?
Floor plan attached. Any advice anyone can offer would be greatly appreciated!

I wouldn't have thought that there was any way you can do as you are hoping.
Opening up a kitchen to become part of the hall is a big 'no no'.
