Wow...Looks like cement, sand and water as a primer
I'd be tempted to dilute 1:4...Applying your two coats. Mix your primer, pour in section on the floor and brush one way with a soft long handled brush. Allow a few hours and apply a second coat. Second coat do the same but brush in the other direction. On your second coat blind off (Sprinkle sand across when it's wet) if you want (Like you're feeding the chickens
). This is to add a key for the slc. Then when completely dry, sweep and vacuum. Alternatively, get hold of a proper floor primer like Ardex P51 or Mapei Primer T. For your type of job with a basic overlay floor covering you shouldn't have to blind off IMO..
Then when dry, throw that dodgy looking no nonsense slc over the top
It's for both adhesion and suction. A good primer is essential as if that fails, it obviously all does...Don't worry about the tacky concept, especially if you're blinding it...
