Can you paint directly onto tanking slurry?

Trying to sort out a friend with a cheap solution to a damp wall.
The wall is partially underground but is at the top of a hill so theres not alot of pressure behind it and it is only a small portion of the wall.

I recomended hacking the whole wall back to brick, 2 coats of tanking slurry then re-render / plaster & paint.

To keep costs down I've been asked if you can apply the tanking slurry then just paint on that? The walls are pretty 'rustic' so finish isn't a concern but I would worry about paint possibly peeling / flaking if applied to a surface designed to resist penetration.

Any thoughts?

I can't imagine the paint would adhere at all to a tanking slurry, emulsion normally relies on a little suction from the substrate as well as air drying..

Thanks - that was my concern. I'd worry it would flake even if it did take initially.
If at first you don't succeed - remove all evidence that you tried.
