Skimming over painted wall

Hello,

Is it possible to skim over a wall that has old paint on it? Will the plaster adhere properly if I use PVA? The paint is stuck fast. The old wall appears to be browning w/ previous skim.

Any help much appreciated.

Yes, painted walls are often pva'd and then skimmed over

I hate hanging lining paper and thought I'd try my hand at plastering!
