I have a very old bench grinder (so old it was made in Australia) and a brand new linishing belt I was hoping to attach to it. The problem is I can't get the old shield off because I can't get the "spindle" off (arrowed in the photograph attached). I managed to get my 2 leg puller under it, but it didn't budge. I imagine the whole thing can't slip-off otherwise the grinding wheel might just do the same.

It's not welded to the guard is it? Remove the three screws and it'll pull off....or does it spin with the shaft?

you cant take it off as you need it to tighten the wheel to
if you remove it how would you secure anything to the shaft??

Start with penetrating oil then two wedges behind it, put the nut back on until its almost flush with the thread, tap the nut then the wedges. also the puller and wedges at the same time, if you use heat, only heat the washer and not the shaft. its just presed on.

That should just be a nice push fit on there usually, occasionally need tapping over.
They do become pretty tight with use though.
Its not fixed to the shaft or guard permanently, else it would be impossible to take apart or assemble when new
The easiest way to loosen, is just to tap the edge of it turn it, tap it, turn it, tap it...it should show signs of loosening, then try your puller.
. it may well have a couple of flats that sit on a shoulder on the shaft, similar to an angle grinder.
