I wouldn't mind betting that whoever decided that (or input the info for a decision to be made) has never done a days work on a site in their life - it's absolute bolleaux.
I'd bet their robot couldn't even get my toolbag upstairs, let alone get my chopsaw up a ladder onto a scaffold. If you really think about it, the list of things that a robot would struggle with as a chippy is almost endless.
I can see that on an assembly line it might work, but never on site, it's just not going to happen.
