Radiator Keys or not?

I found these two old T Shaped iron / steel keys in my late Dad's garage and just wanted confirmation of what they are. They are T shaped and have a rectangular inset ending, much like a radiator key, but bigger.

They weigh approx 150 g each and are approx 9.5 cm x 9.5 cm.

My Dad was a bit of a handyman so they could be for anything.

Any ideas what they are?

They're not rad keys, they're a small square like a clock key. These are for some sort of "secure" screw on an access cover of some sort. They use a similar type of key on the boxes for external gas and electric meters.

As Dave says they are access panel keys, usually used on gas/electric meter cupboards but can also be used on other things, I have seen them on large industrial waste bins for instance.

They look like BT street cabinet keys.

I'v seen a similar locks on a handful of building rooftops (we were inspecting something totally different but I really wanted enjoy the view but couldn't..) These might be a bit wider and I could not confirm for sure via photos alone. in case you've managed to figure out what these do I'll be eager to learn. cheers!

Turned out wrong, my bad. Took me a while at google but these really are meant for securing external gas/electric boxes
