Cavity wall insulation when building blocks are insulated?

Just a quick one...

I live in a private 3-storey apartment block and the managing agents are in the process of arranging cavity wall insulation. Presumably, the cost of this will eventually be passed onto the residents.

According to the NHBC Home Owners Information Card still in my possession, the type of wall insulation used was 'Thermal bond block' when Tay Homes built the place 23 years ago. I may be wrong, but if my memory serves me correctly, I vaguely remember these being foam panels with foil on.

Is cavity wall insulation necessary if 'thermal bond blocks' were used during construction? Will it noticeably enhance the insulation which is already there or will any energy savings be negligible and a waste of (our) money?

Thermal Block Bond would probably mean that the blocks used for the internal skin were standard sized concrete blocks to which a piece of Poystyrene the same size as the block had been stuck!
These blocks were walled in the normal manor, but with the poly side into the cavity.
Cavity wall insulation would enhance the existing insulation.
