Outdoor drain causes inside wall stain - whats the problem?

Outdoor drain causes inside wall stain - whats the problem?

We have a problem with half of one wall - massive stain appeared on bottom bit.

We are 99% sure the issue is coming from the drain outside. which sits just on the out of the wall (and the stain). The rest of the house (incl basement) is bone dry.

Watched few videos by Pete Ward and it looks like fixing the drain would help drying the wall (yes we will remove plaster if needed on the inside)

On the pictures below you can see that the outside wall is stained.

Here is my question - WHAT is wrong with the drain ? the gutter looks ok. it is not leaking.
I had a look at neighbors gutter and down pipe and they have exactly the same one, but no water splashes on the house ???

The garden wall on the left in the picture is very green too. Is it the front garden soil causing this?
Could it be that drain is broken underneath and leaking water under the house?

Before I get builder in to quote me l would love to know what NOT to pay for :roll:

i would look above as that looks like splashback from a higer level but outside the down pipe
we are all ------------------still learning
