Too wet for paint?

These are the walls of my new garage, they are partially underground. Am I going to have any luck getting masonry paint to stick to this? I really would like to brighten up the inside to make it easier to light and keep clean.

Yes.
You could try a breathable paint as they use on old properties like cottages with no DPC but not sure how well it would go.

Yes it's too wet or yes it should be ok?

This is what I was given so would have liked to use since it was free. The sandtex does say breathable on it.
