Damp and mould in utility room

How often should I keep heater on? As I would like to keep my electric bill low.

Heat the room for 30 mins to 1 hour when used, vents will be enough to do the job at all times. I have 1KW wall fan heater fixed on the wall, 2m height and has 30 mins timer which is perfect for me. You won't need heater much provided enough vents and sunny dry weather outside.

Heating the room sounds a really bad idea and waste of money. With vents that is the same as turning the heating on while opening the window.

You need to provide more detail on the room:

does it have an external door
an internal door (to the house), what is it made of
what is the internal room (kitchen?)

You would be much better off with an extractor fan to remove the moisture.

Heat dries the wet, humid, damp and moist.

Clothes dry quicker in dry hot summer sunny day than a cloudy humid cold winter day.

The advice you've given to the op contradicts the leaflet.

I have said what is practical, affordable and has worked for me, inline with the leaflet.

Did the leaflet advise "Heating the room sounds a really bad idea and waste of money" or similar?

I already said the same.

Heating and ventilation do not play nicely together unless very carefully managed. Knocking a hole in the wall and cranking up the heat is just burning fivers.

Vents on its own would deal with the problem in ideal environment, but what happens when steam inside and humid or rainy outside, what are you ventilating? You need some heat, minimal.
