Damp chimney breast

hi all,
Around the bottom of my chimney breast just above the skirting board, the lining paper is lifting. It feels dry but underneath the paper its hone moldy. We don't have a working fireplace anymore and it has an airbrick in place.
Any ideas what may cause this?

Could it be condensation? Is it wet first thing in the morning?

The chimney breast and the return walls need to be carefully examined for loose paper or damp signs.
Remove a section of skirting and then post pics of what you report and what you might have exposed.

Are the wall and floor solid?
Is that an outside wall?
