Hello,
I'm going to install a light fitting in my cupboard but there is no lighting circuit in there, however there is socket which is on it's own 16A circuit with nothing else on that circuit. So would it be acceptable to spur off from the back of that socket into a fused spur with a 3A fuse in it to supply the light fitting or would I have to somehow tap into the main lighting circuit?
Just so you know I am able to complete the wiring safely and correctly.

Yes - provided the circuit is RCD protected. Domestic properties now require lights to be RCD protected.
