ANY IDEA WHAT THIS IS AND CAUSE?
yes yartin the white looks more like a faint blue chalk color in person and its appearing in all the rooms mainly the living room.....1st picture with the brown is the living room were its all over....the 3rd picture is the bedroom and u can see it on there too

@yartin been living in the house a while yes and no they havent been painted recently...the landlord sent somebody round last year and claimed it was the result of using cheap paint...but its appearing upstairs too (in the third picture) on wallpaper thats had no paint on at all. the window frames are rotting and busted up so my theory was it was some sort of mould due caused by condensation in the winter the windows get really condensated. hes fixed 2 windows downstairs and hes yet to do the others as he claims he doesnt have the money to do all at once. ive looked around cant see any pictures that are like it so thats why ive come to the forums and maybe somebody can shed some light

yes i know that lol the problem is like i said the windows are rotted away and gaps in them...so in the winter when its -2 u have the heating on windows closed the cold air from outside gets in through the window gaps causing bad condensation....the windows are open alot when they can be but during the winter when its freezing cold its not possible...anyway the condensation isnt the issue i know why that is caused. the problem was in the pictures posted and what it was and what was causing it since i cant find anything that looks like it online.

Have you checked very carefully if it is an old anaglypta wallpaper that was covered over? The pattern looks too controlled to be a naturally occurring random paint/plaster reaction I suspect it is either paper or hardened paper adhesive that was not scrubbed down when the room was repapered. Try dabbing hot water on a small test patch and see what happens.

as it appears in other rooms were its newer wallpaper and its not hardended adhesive as it started to appear long after the paper was put up. it looks like a chalky texture.
