What are These Accessories for in Vise?

I don't have vise at home and decided to get one for my humble home DIY stuff.
Found these that come with accessories. What are these 4 bolts and 4 silicones for?

I see they will be useful. Was thinking about this vise before but it does not have bolts and holes. Also it is 870 grams versus large vise above which is 1.74Kg:
