Soundboards before or after plastering?

Hello all

We've just moved in to a semi detached house and the dining room had awful design wallpaper, so began stripping the walls.
We uncovered a lovely crack and upon messing about with it, a piece fell out and now we can see the party wall.

As the next door neighbours are extremely noisy, we were thinking of soundproofing the walls anyway.

Inbetween the wall and plaster is a void of approx 2 inches. Before we get a plasterer round, is it usually the right way to get some form of insulation against the wall, plaster and then apply soundboards? Or do the soundboards go up against the wall and then plaster over them?
