I've installed an external RCD double socket coming from an FCU inside the house. There's a bit of debate about whether I should drill the drain hole or not. Some say as it's coming directly from the house into the back of the RCD socket and it's siliconed there's no need to.

Opinions from sparkies, please?

Doesn't matter where it is fed from, it's the fact that it is outside that is the "problem"
You have an "empty box" fixed to a wall outside. But the box is not really empty (Not counting the socket) it is full of air. When the temperature drops the air will condense on the now cold box, give it a few months and the condensate will build up.
Drill 2 holes at the back bottom of the box, (one to the left, one to the right) 1-3 mm will be fine.
