Hi, did this issue get resolved in the end? I have exactly the same issue with my Honeywell TR6 and the 'boiler off' time means that the system never actually reaches the set point?
Any help appreciated.

Can't remember model, but I know mothers thermostat had anti hysteresis software which as you approached the target temperature started a mark space ratio so it would not over shoot.
This would have been good with the oil fired boiler I have today, but not for a modulating gas boiler.
What happens if you turn up the temperature, in theroy the wall thermostat is just to stop the boiler cycling when all rooms are warm.
