Faulty TRV?

Faulty TRV?
I have 4 radiators that remain hot despite the TRV being on frost setting. I have swapped the head with a known one that works but the radiator remains hot. Am I right to assume the mechanical part of the valve is unserviceable and the unit needs changing? Not long moved into the house and not come across such a failure before, odd that it is so many. They are Drayton TRVs

Faulty TRV?
I have seen kits for reseating the valves, however at the cost of a new TRV they seem a little pointless, the electronic heads exercise the TRV in my case mid day Saturday, but the mechanical type are well known for getting stuck, some times a light tap will free them off, but also seen where the pin has come out trying that and a leak as a result, I changed all mine when I moved in, and fitted electronic heads, one type actually shows a fault code if the pin sticks.
