Stone Paint stripper

The following assumes a water-based masonry paint was originally used
Scraping paint right back to the stone is normally unnecessary, and in any case, it can be surprisingly time-consuming. Best option is to scrape off the obviously flaking paint to a sound edge, fill any dents and cracks with a decent exterior filler (these often don't sand readily, so make sure repairs are flush before the filler sets) Prime bare areas with slightly thinned out masonry paint, then overcoat the cills with full strength masonry paint.
If you have to fight to remove paint, then in reality it has a pretty good grip of the surface underneath, and removal isn't strictly necessary. Hence, the description above. In addition, chemical stripping agents can soak into the stone, and if they're not completely removed, they can react with the new coating. Better to stick to a belt and braces approach.

Wire brush and Dettol.......oops sorry that's for something else.
A wire brush normally does the trick or good jetwash.
I'm not a P&D btw but I've been successful with those methods in the past.
