Hi
How would I got about sealing the gap between the tiles and the window? I have attached some pictures. Would expanding foam do the trick? The window is not leaking at present but I van see the underlay so only a matter of time.

I would never suggest expanding foam for external use, reason being that after a few years it "dissolves" so does not do the intended job.
When I say dissolves, I don't mean instantly like soap bubbles, but it does take its time, and it gets darker in colour and...........dissolves.
Works as a filler if trimmed then painted though.

Don't velux windows come with a flashing kit ?. It's been a while since I've fitted one . Saying that I can remember a couple of jobs where we made lead flashing to suit. I'd agree with the comment about not using expanded foam.
