Hello,
Long story short, we have an economy 20 consumer unit that has all our heaters and water tank, I was doing some DIY on the floor and needed to move one of the rads out the way, whilst testing the circuit to ensure power, i managed to short it, causing a nice spark and the RCD to trip, after putting the rad back flicked the power back on, rad doesn't turn on, thinking I've broken this rad, however, none of the rads turn on now or the water heater, all breakers are on,
any idea what I've done?

3, power does not come back on irrespective of time
we have 2 consumer boards, the main one that feeds everything else is fine, its with economy 20 heating one that seems bust, wondering there is an additional breaker feeding this ?

Economy 20 is a tariff, not a system, years ago when economy 7 came out, we used white meters for the off-peak supply, over the years this has changed, the economy 10 took advantage of the changes, allowing items like dishwashers, washing machines, and tumble driers to also use the off-peak supply, using either simply timers, or a radio 4 LW signal to turn items on/off, this is likely to be turned off soon, so there is a push to get smart meters fitted before it is turned off.
So over the years, the method used to turn on items using off-peak has changed.
From your description, it seems you are still using one of the older methods to switch on off-peak, so you may well have an independent fuse for the off-peak supply, if I was tasked to trouble shoot, I would use a non-contact volt detector, as I can't as an electrician access the DNO fuse. It seems likely the supplier will need to visit to renew the fuse, and also seems likely they will want to fit a smart meter, this may mean you also need an electrician involved as well, to alter how it is wired.
It seems we can't be forced to have a smart meter, however neither can the supplier be forced to give you an off-peak supply, so pictures of the DNO equipment may help, to be frank never heard of economy 20, 7 and 10 and also EV charging rate which in my case is for 5 hours, in theory idea is to get the user to use power when there is an excess, so the longer the off-peak supply is switched on, the more expensive it is.
I would turn off the MCB's and RCD and turn them on again, feel if there is resistance in the lever, as some times you need to turn off first to reset, and if it detects a fault still exists it can disable the lever.
