Put a secure fixing in the wall about 30cm down, undo the "chain" from the plate, fix the plate back to the wall (more securely) Put a rope through the hoop on the plate, tie the other end of the rope to the chain, pull the rope (so it pulls the chain back) tie the rope round the fixing, refix the chain to the hoop. Job done. (You should wear gloves when you pull the rope.)

Would you hit a nail with a shoe because you don't have a hammer? of course not, then why work on anything electrical without a means of testing Click Here to buy a "tester" just because it works, does NOT mean it is safe.

You need to spread the load of the mounting points or spread the load with 2 catenary plates aka drop wire brackets

ill follow what someone-else suggested just to actually get it in place first, then leave the two cantenary brackets in place with supporting chains.

i took a cloers look at the round steel ring, the chain and steel cable are both connected to it, do i disconnect the steel cable or the chain to put the rope in, in order to pull it back in palce with the secondary plate.

You don't pull anything. You use a https://www.toolstation.com/turnbuckle/p91657 to take the strain.
