The SWA can be used as an earth wire, it can also be an earthed shroud only protecting the cable. We have three earth systems TN, TT, IT the latter is not earthed, these can be further split into TN-S and TN-C-S the latter is banned for caravans, boats, and similar metal clad structures, so some times we do not take the earth to the destination. But use a TT earth system instead (earth rod).

The process is complex as services can end up joining premises which it was the intension to keep isolated, some times directly with say an air line, and some times due to how close an earth rod is to it, like a water pipe.

John Ward does a good youtube video to explain.
