Wall painting after wallpaper removal

Hi everyone,
Does anyone have any advice on how best to go about painting these walls. We removed wallpaper to find this pink stuff underneath. We sanded, but it's still quite dusty to rub your fingers across. Do we need to wash it all off? It looks like underneath it all after a proper scrub it's just a blank wall same as the bit running along the top. Or can we just paint directly onto this?

Gently wash down to remove the dust, using a scotch pad to smooth the surface. If it is still dusty after this, you may have to seal it with Zinsser Gardz, which will seal it and also head off any issues with residual wallpaper paste. You could try a small test patch with your emulsion and see how that goes first.

Not a lot of distemper or size-colour still left these days, but if it's distemper it will wash off, but Gardz as DWD says will lock it down.
