What tape?
Perhaps take a picture further away?

Would you hit a nail with a shoe because you don't have a hammer? of course not, then why work on anything electrical without a means of testing Click Here to buy a "tester" just because it works, does NOT mean it is safe.

I'm not sure if its tape or not as I'm not plasterer or decorator, the edge has peeled away by about 1.5 inches along one side and you can stick a blade under it, just looking for solution to repair please. Unfortunately I cant take another photo as its not at my property.

It looks like board joints. Normally a scrim mesh tape would be covered by plastering to hide the joints. In the past, they used a solid tape which I think this is. Pull it off cover with scrim mesh and cover with Easfil or similar.
