the correct fuses ???
are they on a lighting circuit?? then 5amp mcb/6 amp fuse as a total circuit protection
on a plug in you are protecting the cable perhaps 3 or 13 amp
28w is nowt in real terms assuming 230v as 1 amp at 230v is 230w so 8 28w bulbs are 1amp[224w]
we are all ------------------still learning

As big-all almost said, why do you think you need a fuse?
If it's to go in an existing light fitting, no fuse required. (Where would you put said fuse?) If you are putting it in new light fitting on a lead with a plug then a 3A fuse should go in the plug.

That is NOT a fuse. That is known as a starter. (It warms up, goes open circuit causing the inductor to "collapse" which creates a high voltage, striking the tube.) They don't often fail, if it has get one the same as the one that is there. (I haven't seen one for 10+ years) But to be honest, I would change the whole light fitting to something with LED's, less trouble.

TBH change the fitting to a LED unit, miles more efficient, next to no maintenance and gives off miles better light

Not your problem, change the lamp again, and send them the bill. Do tell them you know they are wasting money.
