I moved into a house in 2021, apparently owned by someone mentally infirm judging by the diy decisions!

I always suspected the bathroom had been painted with no primer, and the wrong sort of paint (there was an cold can of wood/metal paint the garage which matched exactly).

Ready to paint the bathroom, I started to tidy up some bare patches on the walls where stickers had been removed and pulled the paint off. It is coming off in sheets - does that confirm my suspicions that they didn't prime etc?

Probably, it could be the classic no mist coat applied on fresh plaster which would show the flaky bonding. Scrape it back to get a decent surface and then paint over with Zinsser Peel Stop or Gardz which will prepare the surface for your new paint finish.

Thanks. I am finding patches where the pain has adhered properly. Is there a way to find all the dodgy areas (e.g. run a steel brush over the entire walls)? Or shall i just scrape all the paint off and start again?

Scrape off the loose stuff, feather the edges of the sound paint, and go over with a sealer like Zinsser.
