Ridge Tiles and Valleys
Looking at the 2nd photo first this is absolutely nothing for a roofer to cause a drama about.
It is 10 minutes work to sort those tiles. They simply need to slide up the ones about and make sure the bottom ones are hooked over the wooden batten that supports them.
Worst case scenario is that the wooden batten has rotted away. If that's the case he'd need to remove perhaps 12 tiles then put a new piece of batten in then replace the tiles. About 2 hours work.
That mortar under the tiles at the valley (sloping bit) is exactly what I was talking about before. You do not need (or want) mortar there. It's doing nothing apart from stopping the roof breathing. You cannot get leaks there if the lead-flashing under the tiles has been folded correctly
