So I've finally found the time to get another look at this.
Still cant quite decide what the best route to take is.Image

I've sanded a bit away and it's hard to tell if there's paper, or just paint onto the plaster

It looks like a stable surface, repair the test area with filler and paint over. Why open a can of worms?

I'm trying not to open a can, hence seeking advice from pros :wink:
Any tips on repairing? Will a filler.donthe trick, sanding back?
And what's the best way to paint over a bright colour? I'm wanting white on this wall, bit without an awful green tint lol

I use Easifil but any fine surface filler will work. The paint you use is important and cleaning (I recall this is in a kitchen) is a must to remove any contaminants on the surface that could stop the paint from bonding. A mild detergent is often enough but if the wall is grubby then use sugar soap as a cleaner. As for paint, you must get a trade paint as the opacity is much greater than the wishy-washy stuff in BnQ. By the way, I am not a pro.
