Well, I have just bitten the bullet and wiped my PC and re-installed everything.
All my chrome problems have now gone
BUT, why do I have to wipe and reinstall every 10 months or so?

Well, spoke too soon.
Chrome problems came back
After 2 more re-installs of my entire PC managed to track the culprit down.
It was the Trusteer Rapport program causing the delayed loading. Either they or Google must have done an update fairly recently that caused it.

Gutting, but at least you found the issue!
I rarely reinstall, in fact, this is my first installation of Windows 8 and it's running smooth as silk. I think sometimes it's luck of the draw - my work PC is a giant sack of turd (but a nice PC, none the less).
I've got it easy though.....if I need to re-install, I've got some automation on my side
