Accessing light wiring through laminate

Hi folks,
Curious as to what you think about accessing hidden light junction boxes that is likely under laminate flooring. Had two electricians round to look, one proposes pulling up the laminate flooring (then replacing it), and the other proposes going through the ceiling instead to get to it. The ceiling would be quite visible and not easy to hide again (as it's artexed), but is the other electrician being optimistic about being able to get under the laminate flooring and to put it back?
Trying to get a sense of who's the best bet to go with.
