220v thru 110v cable?

I have a 10 x 10 w 110v festoon LED Lighting chain in my garage
Most of the bulbs have flickerd off and need to be replaced.
Looking at the cost of 110V bulbs,

is it OK to run 220v thru' the cable (1.5 x 1.5 x 22m) to power 220v LED bulbs?

Not if the cable is yellow.

and make sure you do change the lamps to 240

Many 110 volt systems use a special cable which is OK to carry 64 volt to earth but not really 230 volt to earth, with 230 volt there will be an earth cable even if not used but with 110 volt (55-0-55 single phase or 64-0-64 three phase) is classed as reduced low voltage and there rules are slightly different to low voltage, I am not even sure if no earth even allowed with reduced low voltage?
