help wiring fluorescent tubes

Im building a UV box (Photography) comprising of 12 18" fluorescent tubes. Ive 6 ballasts each suppling two tube. Im needed a bit of help. I wire two tubes from the diagram printed on the ballast. But it won't run the two tubes. If I take out one of the tubes it turns on but with two in there's a slight glow.

Is each tube 18w or less? That ballast is designed for 2x 18watt tubes. Anything higher than 18w and the ballast won't cope.
You have mentioned they are 18 inch in length but not the wattage.
