Cavity trays or flashing?

Hey,

I Have had an issue with a leaking cavity wall onto a ceiling below. My first thought was the flashing so I used sealant over where it's chased into the wall and the leak improved Dramatically.

I have noticed missing weep holes where the flashing is so I believe the cavity trays are missing. It's worth mentioning they are present over the balcony door and 3 bricks down from flat roof.

The leak appears very quickly and in a big volume during heavy rain and wind so I'm assuming this points to the flashing rather than the missing trays? ( As that would be a slower more penetrating damp kind of leak?)

I've attached some photos.

Any suggestions?
