Help!! Undercoat Confusion 😕

Hey Everyone

Hope you can help. I have been sanding my skirting boards today ready to apply Johnstones water based Satin. The skirts were painted with white gloss previously.

The paint on some has peeled away in large chunks. I managed to get most of it off but the paint at the top (where the skirt bevels) is stuck fast and isn't peeling. I have sanded all the skirts well. It has revealed a dark brown varnish underneath. How do I treat this? Do I just apply an undercoat before my water based satin? I am painting them a colour, not white. Thanks

It needs coat of BIN to seal it. See my link below
