Help, pattern emerging through paint!

Hired a decorator to come and paint the majority of our house, had no issues with most of it except the hall/stairs & landing. He stripped all the wallpaper off, prepped & primed the walls and then painted. A few days after he painted, a strange pattern emerged through the paint that almost resembles the old wallpaper pattern (it was textured). I call him back, he says he’s got a new primer that is super thick and will sort it out, so he primed again & re-painted. Looked great, however again a few days later the pattern came back and this time worse! I have no clue why and I don’t want him back as it feels a waste of money, can anyone help me with any solution? It covers all the walls and looks terrible, pics attached of walls & old wallpaper :(

It looks like residual paste marking from the wallpaper. Sadly the wall preparation did not clear all the paste out of the wall so you are getting ghosting. Sealing primers do not always cope with certain paste mixtures and the wall needs a good sanding as well.

Give the whole wall a coat of zinsser gardz. seals old wallpaper paste, then repaint

He has probably done the job by now, he asked back in April, and has never been back since.
