Wall light always on

I have some wall lights that exhibit strange behaviour. Even when off, one of the two bulbs is illuminated. I have looked at the fittings and when the switch is OFF, there is stall a voltage of 110 between the live and earth, 240 when it is ON.

What can I do?

How did you measure 110 v?

Are the bulbs LED?

I would also ask

1) What happens if you swap the two lamps over, or is it you only have one LED lamp? (As the left lamp is not lit)
2)Have you just changed/installed these light fittings?
3) Can these lights be switched on/off from more than one place?
4) Why did you mount them sideways

1 If I swap the lamps over, the one that was lit before still lights up and the other one is dark (They are different brands of LED (see attached) - the one with may segments gets lit)

2 They have been installed for about 10 years. This problem had been on and off for some years (should have investigated before

3 there is only one switch

4 they are mounted sideways because I inadvertently put the wallpaper up incorrect;y :?

I measured the voltage between the live wires at the earth at the fitting

It sounds very much like you are getting an induced voltage that the multi LED lamp detects. You have 3 choices.
1) Buy another LED lamp like the 2nd one that does not light up
2) Put up with it
3) Install a capacitor across the supply at the light.
