Hello there first I'm gonna state I know the flooring out down in this photo is diabolical, I did it myself and they were the last cuts of the night and couldn't be bothered so criticism is welcome , right now the problem is that the wall
I believe is rising damp the wall paper is bubbling and plaster is crumbling it used to have carpet and the wall was fine and never showed any sign of this it's an internal wall and I put the flooring down may 2022, 1st question is could having the floor down have contributed to this damp problem ? 2nd question is does anybody have any thoughts on what I should do ? Any help would be appreciated photos attached

Did you use a waterproof membrane under the laminate? Carpet is breathable so a little bit of damp coming up through the floor would not be apparent. The laminate and it's underlay is not as breathable so the damp will show on the edges. Only way to test my theory is to remove the laminate and see what happens. I would say that you have not left any expansion gap on the edge of the laminate but that would not cause the damp issue.
