Paint coming away while painting

Hello everyone, I am having an issue when painting my walls using a brush, I paint the walls then when i go over it it seems to be stripping itself off, i was just wondering if anyone knew the cause of this? here is what it ended up looking like. any help would be very much appreciated.

It looks like when you paint over silk emulsion the roller skids and leaves thin patches. Let it dry and sand it over to key it and try again. Is the blue a good paint or BnQ shite?

so its dulux matt emulsion and the blue paint is Dulux trade, it was done with a brush and its happening when I'm doing the cutting in on the other walls with different paint. could it be that the emulsion wasn't dry enough? it didn't happen on the other room i did.

That was my first thought, on a cool moist day allow 24 hours between coats to be sure that the first coat has dried.
