Some advice on preparing walls for painting please

Hi, I'll attach 3 pictures, could you please take a look and advice how should I go about preparing them for painting, making them smooth. It's part of the ceiling and one corner in one room and one more corner in another room.

The tapes are breaking away.

Remove any damaged tape back to a sound edge. Seal the plasterboard beneath with thinned down emulsion. Apply a skim layer, then paper tape over the repaired areas and let dry. Skim a second time to blend into the surrounding wall and let dry. Sand back to a feather-edge, and paint as normal.
