I can't figure out how to use it

Hi all,

i suspect it is for clothes rope.

can anyone tell me how is it called?

any ideas how to use this thing? :dunno:

It is a pulley. A washing line is threaded through and it is wound around a cleat. You lower to peg the clothes then pull up for airing. A prop was placed half way to address the midway sag. Largely replaced by rotary airers these days.
