Could someone tell me what the best way to fix the hanging basket bracket to a brick wall.
Yet again my hanging basket has pulled the bracket from the brick wall in the storm.
I usually use raw plugs for fixing it. What size would people recommend?

Question is, what size plugs and screws did you use? Did you drill into the cement or the brick, what size drill bit? I have never known anything to fall because of its fixings failing

Much will depend on the screw length the hole drilled and the plug used. Any one of those can cause an issue but it is usually the drilled hole that is to big for the expanded plug to fully grip.

I am not sure about the size - but looking at it I drilled into the Mortar rather than the brick!
I guess that is the problem.

It is best in brick as they are dense, mortar can break up with the expansion of the plug. All plug sets usually have a drill guide on the sprue, it is best to buy a specific masonry bit if necessary, as they are only a few quid. Use a hammer drill and do a thinner pilot hole first as a guide, this will help keep the final hole to size rather than oval caused by wander. Hammer a nail as a starter dink in the surface for the drill bit to catch.

So what size drill bit, and what plug, and what size screw?
If you don't know, look at the box each came in, or at worst, take a clear in focus picture. Without the correct information we can't help and you are wasting your own time.
