Can these window sills be fixed or do I need knew ones?

Window sill help
It looks like there has been moisture creep under the varnish, it is cosmetic rather than rot. Modernise by painting them white, it is a bit of a process but it will look great after. You will need to go over with Zinnser BIN a shellac based sealer, followed by your top coats. Have a read of my link in Blue below which will tell you how to do it. Let us know how it goes.
