Repair concrete chasing

Hi!
I have had the concrete chased out for a pipe leak repair and now need to refill. What do I use, what mix what consistency, sand type etc. do I use aggregate? Do I need to prime with Pva or similar? How do I get it level to below tile level for replacement patch tiling to fit. Pipes are wrapped in insulation - is this enough protection?
Lots of questions, sorry. Photos attached. Thank you.

1 part cement to 4 parts building sand, mix well. no need for aggregate, trowel off to level. The insulation looks to be enough to protect the pipework, if in doubt apply densotape before doing the above.

Just to add to that I would look to make up the level with tamped down sand first to cover the pipes then hardcore to bring the level to just under the existing slab. Now you need to lay some damp membrane before back filling with the concrete and smoothing. It makes it easier for the next man to get to the pipes plus it will guard against damp coming up.
